Public vs. Private Utilities: Why It Matters

Understanding Public Utilities

Public utilities are services provided and maintained by utility companies or government entities. These include essential systems such as:

  • Water: Pipes supplying clean water to properties.
  • Sewer: Lines carrying wastewater from properties to treatment facilities.
  • Electricity: Power lines delivering electricity to homes and businesses.
  • Gas: Pipelines providing natural gas for heating, cooking, or industrial use.
  • Telecommunications: Cables delivering internet, phone, and cable TV services.
 

Public utilities are typically located from the public right-of-way (such as roads or sidewalks) to the entry point or meter on a property.

They can be marked for free by calling 811 (Gopher State One Call). However, 811 does not cover private utilities, which can lead to gaps in safety during excavation.

Understanding Private Utilities

Private utilities are installed by property owners and are not maintained by public utility companies. These lines exist beyond the meter or entry point of public utilities and require separate locating services. Examples of private utilities include:

  • Electric lines to detached garages or outdoor structures.
  • Sprinkler or irrigation systems.
  • Gas lines to grills, pools, or outdoor heaters.
  • Invisible dog fences.
  • Septic systems and private water lines.
  • Private communication or fiber optic lines.
 

Unlike public utilities, private utilities are not marked by 811, leaving a significant risk of accidental damage if not properly located.
